LEADERSHIP IN SUSTAINABLE WASTE MANAGEMENT AND ENVIRONMENTAL PROTECTION: A DEVELOPING COUNTRY PERSPECTIVE
Abstract
Sustainable waste management is a critical component of environmental protection and sustainable development, particularly in developing countries facing rapid urbanisation, population growth, inadequate infrastructure and limited financial resources. This paper examines the role of strategic leadership in promoting sustainable waste management and environmental protection, with particular reference to developing-country contexts such as Nigeria. It explores the relationships between strategic leadership, resource mobilisation, resource allocation and waste management performance. The discussion highlights how strategic planning, accountability, effective supervision, employee engagement and stakeholder participation can strengthen institutional capacity and improve waste
collection, recycling, treatment and environmentally responsible disposal. It further examines the importance of adequate funding, skilled personnel, appropriate technology and effective resource allocation in improving operational efficiency and reducing environmental pollution. The paper also considers the contributions of regulatory enforcement, public awareness, public-private partnerships and circular economy practices to sustainable waste management. It argues that leadership effectiveness depends on the integration of sound governance, adequate resources, technological innovation and community participation. However, the statistical coefficients discussed are illustrative and require validation using actual empirical data before definitive conclusions can be drawn. The paper recommends strengthening leadership capacity, improving financing mechanisms, investing in waste management infrastructure, enhancing institutional accountability and establishing effective monitoring and evaluation systems. An integrated leadership approach can support environmental sustainability, public health protection, resource efficiency and inclusive development in developing countries.
